Mr. V.L.V.S.S. Subba Rao retired as Principal Economic Adviser in the grade of Secretary to Government of India. In his career of 35 plus years in the IES, he discharged duties across a diverse set of Ministries & Departments of the Government of India like Petroleum & Natural Gas, Financial Services, Rural Development, Higher Education, Ministry of Small & Medium Enterprises (MSME), Ministry of Commerce, Ministry of Labour, Government of Andhra Pradesh etc.
He served on the Board of Directors of PSU companies like HPCL, Balmer Lawrie & Co., ISPRL and was also Secretary of Oil Industry Development Board. Mr. Subba Rao functioned as the Government nominee on the Boards of Reliance KGD6 block, Cairn India’s Rajasthan projects etc. during his stint with Ministry of Petroleum & Natural Gas while also additionally officiating as the Financial Adviser for Directorate General of Hydrocarbons.
In the Ministry of Education (2016-2020) as Additional Secretary, he was in charge of key subjects like Deemed Universities, Indian Institute of Science, IISERs, Higher Education Financing Agency (HEFA), Institutions of Eminence and pioneered the promotion of apprenticeship & skill embedded degree courses (AEDPs) in Indian colleges by forging a working alliance between the Sector Skill Councils of Ministry of Skill Development & Entrepreneurship and the college system.
Mr. Subba Rao’s efforts for promotion of industry-aligned AEDPs in degree colleges by working with State Governments, SSCs and the University system continue now through CRISP on a large canvas. More than 7 states are currently under the embrace of NISHE, the skill vertical of CRISP.
